@ProPublica doge created as ADVISORY agency. they given NO ABILITY to terminate the agencies they review, only make suggestions for what should be done. make doge follow rules they were given upon creation. this is the same as when an outsider is brought in to make recommendations for how to improve the company, then becomes the master able to state what changes are made, where, and when. turn them back to the original mandate.
