@ProPublica Tunneling is not like building rockets. Mistakes don't just blowup and you build another rocket. Ask Seattleites. We tunneled under the waterfront to connect highway 99 south of downtown to north of downtown to replace the ugly viaduct, a two level, 4 lane, limited access, elevated road. They proved Murphy's law about things going wrong. But we're not Las Vegas, and they're building their tunnel with private money.
