I’ve long believed that the American media would be more clear-eyed about the rise and return of Donald Trump if it was happening overseas in a foreign country, where we’re used to foreign correspondents writing with more incisive authority. Having watched with growing alarm the developments of the last 24 and 36 hours in Washington, I thought I’d take a stab at just such a dispatch. Here’s a story that should be written this weekend:

Washington, D.C. – Senate Finance Committee Ranking Member Ron Wyden, D-Ore., demanded answers from Treasury Secretary Scott Bessent today following a report that personnel affiliated with Elon Musk have sought access to a highly sensitive Treasury Department payment system. That system, which is maintained by non-political staff, disperses trillions of dollars each year, such as Social Security and Medicare benefits, tax credits for individuals and businesses, grants and payments to government contractors, including those that compete directly with Musk-owned companies.

Senator Wyden wrote in a new letter: “To put it bluntly, these payment systems simply cannot fail, and any politically-motivated meddling in them risks severe damage to our country and the economy. I am deeply concerned that ... these officials associated with Musk may have intended to access these payment systems to illegally withhold payments to any number of programs... I am concerned that mismanagement of these payment systems could threaten the full faith and credit of the United States.”

If he follows the same course of action he favored during the Twitter takeover, he is likely to simply stop having the government pay for things he doesn’t think it should pay for. (This is a man, mind you, whose established policy directive was “Elon doesn’t pay rent.”)

This is all flatly illegal. Doing illegal shit is part of the change management strategy. Don’t honor contracts or existing obligations. Make the other side renegotiate or sue to stop you. Reap the benefits in the meantime.

You shouldn’t be able to do that with a multi-billion dollar corporation. You really cannot be doing it with the full faith and credit of the United States.

But this observation raises another concern. What if the Musk people — Muskovites? — try to muck with systems they don’t understand, believing that they’re super smart and can master everything with the help of a little AI? It’s not hard to imagine the whole federal payments system — including, by the way, servicing of federal debt — crashing.

So much damage — to U.S. credibility, to the Constitution and the rule of law, and possibly even to the very functioning of the government. And Trump only took power 2 weeks ago.

I’m going to start tonight by stating the obvious: the Republicans control both chambers of Congress: the House of Representatives and the Senate. They also control the White House and the Supreme Court. If they wanted to get rid of the United States Agency for International Development (USAID), for example, they could introduce a bill, debate it, pass it, and send it on to President Trump for his signature. And there would be very little the Democrats could do to stop that change.

But they are not doing that.

Instead, they are permitting unelected billionaire Elon Musk, whose investment of $290 million in Trump and other Republican candidates in the 2024 election apparently has bought him freedom to run the government, to override Congress and enact whatever his own policies are by rooting around in government agencies and cancelling those programs that he, personally, dislikes.

The replacement of our constitutional system of government with the whims of an unelected private citizen is a coup. The U.S. president has no authority to cut programs created and funded by Congress, and a private citizen tapped by a president has even less standing to try anything so radical.

So that Elon Musk and his minions have managed to walk right into government offices to take over computer systems where they had no legitimate authorization or entitlement needs to be understood as a cyberattack by a rogue actor.
