IIRC the PDS implementation by bsky does not have an interface for it, to block a certain Relay. Not sure about the other PDS implementations
it is definitely possible to do so though, I've seen two experiments with separated atproto networks now where people have a PDS/relay/appview running where their PDS does not get indexed by Bluesky's relay
