品川宿問屋の人足頭「雲さん」こと浮浪雲。彼は美人の女房・お亀や番頭たちに店を任せ、気ままな毎日を送っていた。そんな父の姿にまじめな息子・新之介は不満だが、ある日、浮浪雲は、新撰組の若隊士・一文字兵庫に襲われていた坂本竜馬を救った。新之介が日本の将来を思う竜馬に感銘を受ける一方、兵庫は逆恨みから浮浪雲を付け狙うものの、やがては雲の自由な心に魅かれていく。だが時代の波は、坂本竜馬の運命を閉ざすべく過酷な時を刻んでいた。
1978年に放映された渡哲也主演の実写TVシリーズが好評だったことを背景に企画製作された、アニメ映画。先のホール系作品『夏への扉』同様、東映がマッド・ハウスに本編の実制作を依頼して完成させた。浮世絵の手法・構図を再現した美術や作画レイアウトが新鮮な魅力を放つ他、村野守美による迫力ある竜馬暗殺シーンが反響を呼んだ。
