白浜の温泉旅館「望海楼」は、週刊誌の「全国穴場温泉めぐり」の一つに数えられ、客集めとしてブルーフィルムや実演を行い、客の注文に応じては女中頭のイク代がお抱えポン引き女中に売春をやらせて大繁盛。そんなある日、組再建の資金作りにと白浜に目をつけた元関東昇龍会の三郎が、子持ちの情婦ミミを連れて乗り込んできた。昇龍会はキャバレー「ナポリ」を営業する一方、裏では客に女を抱かせ、その濡れ場を他の客に見せるという一石二鳥の荒稼ぎをしており、イク代たちと事あるごとに対立。昇龍会にすっかり客を取られた「望海楼」は、イク代が考え出したビキニ姿での客引きという奇抜なアイデアから再び活気を取り戻すが・・・。

The plot concerns Kyoko, a young Japanese woman married to a man in France. When he abandons her, she returns to Japan.
