A slum boy, who steals from the rich to help the poor, keeps scheming against a powerful man. After he finds a magical lamp, which the man had been seeking, he thwarts the man's attempts to abduct him.

ACP Parasuram helps Siva's mother, a widow, in recouping their wealth. Brainwashed by Akash, a terrorist, Siva works against the police and the government and believes they killed his brother.

Giri and Kutti earn their livelihood as house-brokers in the city mainly through their glib talk. Their troubles start when "Torture Dharma" is unexpectedly released from Jail on bail.
