1855年船政大臣沈葆桢创办福州船政学堂，培养了第一批年青的海军军官先后成为福建水师、北洋水师指挥官。
1877年3月31日这些优秀的海军军官一部分到英国海军学院留学，背负了国家给予他们的厚望重托。而明治维新后的日本抓紧购买和制造军舰加速发展海军派遣的军官也在英国留学，成为他们后来的对手。1874年日本借口硫球渔民被杀炮击台湾并派兵登陆。
1884年8月23日13点50分马江海战爆发；1888年威震世界的北洋海军正式成立，拥有大型铁甲舰两艘、巡洋舰八艘、炮舰六艘、鱼雷艇十六艘、练习舰五艘……合计56艘，官兵4000多人。
1894年中日朝鲜战争爆发，7月25日7时45分日本海军在鸭绿江口丰岛突然袭击北洋水师舰队。日本陆军在舰队护送下强行登陆朝鲜，向驻防在平壤的清军猛攻。9月17日12点50分在黄海大东沟海域北洋舰队与日本联合舰队爆发了人类历史上第一次蒸汽机铁甲舰队的大海战。11月6日日军攻占金州。11月7日慈禧太后60大寿传谕听戏3天，同日日军攻占大连，开始向旅顺进攻。22-25日师团长山地原志指挥的日本陆军第一师团开始了长达四天震惊世界的大屠杀，2万中国人被屠杀，旅顺全城仅幸存日军为掩埋尸首而留下的36个中国人。随后海城失守，日军攻占辽东半岛向山海关逼进。1895年1月20日，日军攻击山东半岛。北洋水师退守刘公岛坚守待援，弹尽粮绝。
