第二次世界大战接近尾声，在冈山县日比海岸，赤城大夫（柄本明饰）继承父亲传下的开业医生必须鞠躬尽瘁的家训，终日奔走，四处出诊，却只收取微薄的报酬。他发现许多居民都出现肝肿大的症状，肝炎正在流行扩散。情势不妙，赤城开始全力探索肝炎的病原体，并需要借助显微镜研究肝炎病毒。
被雇来当看护助手的女孩园子（麻生久美子饰），是名从良的卖身女，她默默地爱着这位热心的大夫。在园子、受重伤的荷兰战俘以及其他朋友的协助下，赤城努力救治染病的人们。不久，广岛上空升起了巨大的蘑菇云，隔海而望，那云的形状就如同肿胀的肝脏……
