In the year 2029, the barriers of our world have been broken down by the net and by cybernetics, but this brings new vulnerability to humans in the form of brain-hacking. When a highly-wanted hacker known as 'The Puppetmaster' begins involving them in politics, Section 9, a group of cybernetically enhanced cops, are called in to investigate and stop the Puppetmaster.

Cyborg detective Batou is assigned to investigate a series of murders committed by gynoids—doll-like cyborgs, which all malfunctioned, killed, then self-destructed afterwards. The brains of the gynoids initialize in order to protect their manufacturer's software, but in one gynoid, which Batou himself neutralized, one file remains: a voice speaking the phrase "Help me."

In 2030 AD, even if the intention to run around as light and electrons is concentrated in one direction as the computerization becomes generalized and the information network becomes more sophisticated, by the time the "lonely person" becomes an "individual" as a complex. Is an era when it is not computerized. It depicts the activities of the "Public Security Section 9" (commonly known as "Ghost in the Shell"), which was established as an independent counterintelligence unit under the direct control of the Ministry of Home Affairs to counter complicated crimes. There are a wide variety of top-secret missions such as cybercrime investigation, terrorism deterrence / arrest, VIP protection, and corruption detection, but one incident emerges as it is carried out.

The year is 2030 and six years have passed since a criminal known only as "The Laughing Man" swept through top medical nanotechnology firms committing acts of cyber-terrorism, kidnapping, and espionage leaving no known suspects. New information is revealed, as Section 9 enters the hunt for a suspect capable of unfathomable actions in this compilation of Stand Alone Complex content.

《攻壳机动队SAC 2nd GIG》是根据士郎正宗漫画原作改编的第二季日本动画影集。 2004年1月1日于日本SKY电视播映。每集制作费高达3000万日元。 共26话。 故事内容延续第一部TV版攻壳机动队STAND ALONE COMPLEX的剧情继续发展。但TV版的2部作品与剧场版无甚联系，可以看做是两个平行世界里发生的事情。 这次TV版第2季的制作班底与第一部相同，同时剧情表达上和第一季一样，每话由不同故事构成，各自独立成章，却贯穿着同一条主线。在剧情上同时电影版导演押井守也参与了协力，不过电影版中凄凉的气氛没有在TV版第二季中体现。

The story takes place in the year 2034, two years after the events in Ghost in the Shell: S.A.C. 2nd GIG. Female cyborg Major Motoko Kusanagi has left Public Security Section 9, an elite counter-terrorist and anti-crime unit specializing in cyber-warfare, which has expanded to a team of 20 field operatives with Togusa acting as the field lead.

二十一世纪初，人口不断增长，职位和房屋的需求成为了人们首要的问题。 原本的土地已经不足以满足社会的发展，于是日本政府将东京湾对出的海域进行一次大规模的填海造地工程，填平面积总共四十五万平方公尺，把木更津第一人工岛和川崎第二人工岛连接结合，长十五公里的大型防波堤就可以动工。这就不仅代表绕首都圈一周的大环状路完全通车，同时十多个水门亦可利用潮差去排水，最重要就是确保了未来十年东京有四万五千公顷的用地。 由于是以“永恒之都巴比伦”作为蓝本建设的国际大都会东京，于是这“巴比伦计划（Babylon Project）”称得上是本世纪最大海面工程计划。为了加快工作效率，建造更加庞大的建筑物及应付这庞大的工程，于是发展出专为工业使用的大型机械人，称之为Labor。 他们被广泛使用后，除增加了建筑的效率、解决了房屋问题外，亦增加了不少的就业机会；不过与此同时亦衍生出了一个新的问题，就是Labor犯罪案件的频发。这些可能只是醉酒驾驶，又可能只是驾驶者的意气用事，或者是不法份子把Labor改装为犯罪工具。不过这一切一切不仅使周遭的环境破坏,更使社会秩序混乱。 社会迈入了新时代，人类已经制造出可以操作的机械人来代替他们从事某些危险及繁重的工作，这些机械人常应用在工程建筑领域。但是正因为机械人的强大力量，使得犯罪分子也蠢蠢欲动。因此作为国家工具之一的警察部队自然也会有相对应的机构来应付机械人事件的发生。 在这个极其特殊时代的不安定状况下，日本警示厅警备部于是决定成立了一个全新部门――特车二课（Special Vehicles Section 2），以专门打击Labor相关的犯罪案件。而这种警队专用的Patrol-Labor（巡逻警用机械人）被称为Patlabor！

At the end of the 20th century a massive building program is started due to rising sea levels. As part of this building program labor construction robots are built. These robots are not only used for construction though, the new technology also brings forth a new type of crime - Labor Crime. To cope with this new type of crime the police set up a Pat[rol] Labor division: "Special Vehicles, Section 2". What are the Members of the newly established Second Unit supposed to do? They've been ordered to apprehend a terrorist Labor -- and their new Labors are stuck in traffic en route from the factory!

The upcoming installment's story takes place amidst signs of postwar reconstruction in the winter of 2028. Tensions are rising in New Port City as demonstrations are held concerning the interests of foreign cartels. This leads to a shooting incident involving riot police. It all started with a cyberbrain infection released by the terrorist "Fire Starter." An independent offensive unit led by Makoto Kusanagi entrusts the suppression of the situation to their ghosts and aims for their own justice. Below the surface of the incident, lies the "tin girl" Emma and the "scarecrow man" Burinda Junior. As Kusanagi deals with the incident, she draws near to what those two ghosts were seeking.

A mysterious suicide and a series of unmanned robot run-aways sparks off a Police investigation into the suspicious software on-board thousands of industrial robots around Tokyo.

A Japanese police unit who use giant anthropomorphic robots (called Labors) is caught up in a political struggle between the civilian authorities and the military when a terrorist act is blamed on an Air Force jet. With the aid of a government agent, the team gets close to a terrorist leader to stop things from going out of control when after the military is impelled to impose martial law.
