电影讲述了武周年间，帝京长安接连发生了几起离奇死亡案件。因为死因不明，忠烈祠飞天壁画杀人的谣言愈演愈烈。百姓纷纷认为是天降不祥，人心惶惶。在地方屡破奇案的狄仁杰和神武军都尉谢瑶环奉命一起调查此案，最终不仅破除了谣言，抓住了真凶，还化解了一段二十余年的恩怨。
