A dramatic history of Pu Yi, the last of the Emperors of China, from his lofty birth and brief reign in the Forbidden City, the object of worship by half a billion people; through his abdication, his decline and dissolute lifestyle; his exploitation by the invading Japanese, and finally to his obscure existence as just another peasant worker in the People's Republic.

东汉末年，世道离乱，十常侍祸乱后宫，危及朝廷，娃娃皇帝接连遇害，外戚只手遮天，专权其上。西凉军阀董卓（滝口顺平 配音）趁机入主洛阳，戕害大臣，其义子吕布奉先（津嘉山正種 配音）更是以一当百的军神。在外则有张角（乡里大辅 配音）领导的黄巾军打着“苍天已死，黄天当立，岁在甲子，天下大吉”的旗帜掀起农民起义。世道离乱，群雄逐鹿。中山靖王之后刘备（あおい輝彦 配音）在命运的感召下，与关羽（青野武 配音）、张飞（石田太郎 配音）相逢，最终桃园三结义，加入了群雄争霸的浪潮。
