How Not to Network a Nation Douban Goodreads
author: Benjamin Peters publishing house: The MIT Press 2016 - 3 other title: How Not to Network a Nation: The Uneasy History of the Soviet Internet
Between 1959 and 1989, Soviet scientists and officials made numerous attempts to network their nation—to construct a nationwide computer network. None of these attempts succeeded, and the enterprise had been abandoned by the time the Soviet Union fell apart. Meanwhile, ARPANET, the American precursor to the Internet, went online in 1969. Why did the Soviet network, with top-level scientists and patriotic incentives, fail while the American network succeeded? In How Not to Network a Nation, Benjamin Peters reverses the usual cold war dualities and argues that the American ARPANET took shape thanks to well-managed state subsidies and collaborative research environments and the Soviet network projects stumbled because of unregulated competition among self-interested institutions, bureaucrats, and others. The capitalists behaved like socialists while the socialists behaved like capitalists.
After examining the midcentury rise of cybernetics, the science of self-governing systems, and the emergence in the Soviet Union of economic cybernetics, Peters complicates this uneasy role reversal while chronicling the various Soviet attempts to build a “unified information network.” Drawing on previously unknown archival and historical materials, he focuses on the final, and most ambitious of these projects, the All-State Automated System of Management (OGAS), and its principal promoter, Viktor M. Glushkov. Peters describes the rise and fall of OGAS—its theoretical and practical reach, its vision of a national economy managed by network, the bureaucratic obstacles it encountered, and the institutional stalemate that killed it. Finally, he considers the implications of the Soviet experience for today’s networked world.
Endorsements
“Benjamin Peters’s book is not only a scintillating explanation of why the Soviet Internet failed to materialize but also a first-rate sociopolitical investigative report and a delicious tale of how Soviet efforts to manage a command economy left them without either command or an economy.”
—Todd Gitlin, Professor and Chair, PhD Program in Communications, Columbia University; author of Media Unlimited: How the Torrent of Images and Sounds Overwhelms Our Lives
“Peters offers a compelling account of the Soviet Union’s failed attempts to construct their own Internet during the Cold War period. How Not to Network a Nation fills an important gap in the Internet’s history, highlighting the ways in which generativity and openness have been essential to networked innovation.”
—Jonathan Zittrain, Professor of Law and Computer Science, Harvard University; Director, Berkman Center for Internet & Society
“As early as 1962, cybernetics experts in the Soviet Union proposed a complex, large-scale computer network. It fit with a socialist vision but not with bureaucratic politics and a faltering command economy. It was never realized, but the story sheds light both on Soviet history and on the social conditions that shape computing and communications networks. It is a previously unknown story, now elegantly told by Benjamin Peters together with a thoughtful analysis that makes the early history of computing seem full of possibilities not obvious.”

The Invention of the Passport Douban
author: John C. Torpey publishing house: 劍橋大學出版社 2018
This book presents the first detailed history of the modern passport and why it became so important for controlling movement in the modern world. It explores the history of passport laws, the parliamentary debates about those laws, and the social responses to their implementation. The author argues that modern nation-states and the international state system have 'monopolized the 'legitimate means of movement',' rendering persons dependent on states' authority to move about - especially, though not exclusively, across international boundaries. This new edition reviews other scholarship, much of which was stimulated by the first edition, addressing the place of identification documents in contemporary life. It also updates the story of passport regulations from the publication of the first edition, which appeared just before the terrorist attacks of 9/11, to the present day.

Economists and Societies Douban
author: Marion Fourcade publishing house: Princeton University Press 2009 - 3
"Economists and Societies" is the first book to systematically compare the profession of economics in the United States, Britain, and France, and to explain why economics, far from being a uniform science, differs in important ways among these three countries. Drawing on in-depth interviews with economists, institutional analysis, and a wealth of scholarly evidence, Marion Fourcade traces the history of economics in each country from the late nineteenth century to the present, demonstrating how each political, cultural, and institutional context gave rise to a distinct professional and disciplinary configuration. She argues that because the substance of political life varied from country to country, people's experience and understanding of the economy, and their political and intellectual battles over it, crystallized in different ways - through scientific and mercantile professionalism in the United States, public-minded elitism in Britain, and statist divisions in France. Fourcade moves past old debates about the relationship between culture and institutions in the production of expert knowledge to show that scientific and practical claims over the economy in these three societies arose from different elites with different intellectual orientations, institutional entanglements, and social purposes. Much more than a history of the economics profession, "Economists and Societies" is a revealing exploration of American, French, and British society and culture as seen through the lens of their respective economic institutions and the distinctive character of their economic experts.

Making It Count Douban
author: Arunabh Ghosh publishing house: Princeton University Press 2020 - 3
In 1949, at the end of a long period of wars, one of the biggest challenges facing leaders of the new People’s Republic of China was how much they did not know. The government of one of the world’s largest nations was committed to fundamentally reengineering its society and economy via socialist planning while having almost no reliable statistical data about their own country. Making It Count is the history of efforts to resolve this “crisis in counting.” Drawing on a wealth of sources culled from China, India, and the United States, Arunabh Ghosh explores the choices made by political leaders, statisticians, academics, statistical workers, and even literary figures in attempts to know the nation through numbers.
Ghosh shows that early reliance on Soviet-inspired methods of exhaustive enumeration became increasingly untenable in China by the mid-1950s. Unprecedented and unexpected exchanges with Indian statisticians followed, as the Chinese sought to learn about the then-exciting new technology of random sampling. These developments were overtaken by the tumult of the Great Leap Forward (1958–61), when probabilistic and exhaustive methods were rejected and statistics was refashioned into an ethnographic enterprise. By acknowledging Soviet and Indian influences, Ghosh not only revises existing models of Cold War science but also globalizes wider developments in the history of statistics and data.
Anchored in debates about statistics and its relationship to state building, Making It Count offers fresh perspectives on China’s transition to socialism.

Creditworthy Douban
author: Josh Lauer publishing house: Columbia University Press 2017 - 7
The first consumer credit bureaus appeared in the 1870s and quickly amassed huge archives of deeply personal information. Today, the three leading credit bureaus are among the most powerful institutions in modern life—yet we know almost nothing about them. Experian, Equifax, and TransUnion are multi-billion-dollar corporations that track our movements, spending behavior, and financial status. This data is used to predict our riskiness as borrowers and to judge our trustworthiness and value in a broad array of contexts, from insurance and marketing to employment and housing.
In Creditworthy, the first comprehensive history of this crucial American institution, Josh Lauer explores the evolution of credit reporting from its nineteenth-century origins to the rise of the modern consumer data industry. By revealing the sophistication of early credit reporting networks, Creditworthy highlights the leading role that commercial surveillance has played—ahead of state surveillance systems—in monitoring the economic lives of Americans. Lauer charts how credit reporting grew from an industry that relied on personal knowledge of consumers to one that employs sophisticated algorithms to determine a person's trustworthiness. Ultimately, Lauer argues that by converting individual reputations into brief written reports—and, later, credit ratings and credit scores—credit bureaus did something more profound: they invented the modern concept of financial identity. Creditworthy reminds us that creditworthiness is never just about economic "facts." It is fundamentally concerned with—and determines—our social standing as an honest, reliable, profit-generating person.

Hygienic Modernity Douban
★ 9.3 (7 ratings) author: Ruth Rogaski publishing house: University of California Press 2004 - 11
Placing meanings of health and disease at the center of modern Chinese consciousness, Ruth Rogaski reveals how hygiene became a crucial element in the formulation of Chinese modernity in the nineteenth and twentieth centuries. Rogaski focuses on multiple manifestations across time of a single Chinese concept, weisheng—which has been rendered into English as "hygiene," "sanitary," "health," or "public health"—as it emerged in the complex treaty-port environment of Tianjin. Before the late nineteenth century, weisheng was associated with diverse regimens of diet, meditation, and self-medication. Hygienic Modernity reveals how meanings of weisheng, with the arrival of violent imperialism, shifted from Chinese cosmology to encompass such ideas as national sovereignty, laboratory knowledge, the cleanliness of bodies, and the fitness of races: categories in which the Chinese were often deemed lacking by foreign observers and Chinese elites alike.

Sarah Igo tells the story, for the first time, of how opinion polls, man-in-the-street interviews, sex surveys, community studies, and consumer research transformed the United States public.

Creating the Intellectual Google Books Douban
author: Eddy U publishing house: University of California Press 2019 - 5
Creating the Intellectual redefines how we understand relations between intellectuals and the Chinese socialist revolution of the last century. Under the Chinese Communist Party, “the intellectual” was first and foremost a widening classification of individuals based on Marxist thought. The party turned revolutionaries and otherwise ordinary people into subjects identified as usable but untrustworthy intellectuals, an identification that profoundly affected patterns of domination, interaction, and rupture within the revolutionary enterprise. Drawing on a wide range of data, Eddy U takes the reader on a journey that examines political discourses, revolutionary strategies, rural activities, urban registrations, workplace arrangements, organized protests, and theater productions. He lays out in colorful detail the formation of new identities, forms of organization, and associations in Chinese society. The outcome is a compelling picture of the mutual constitution of the intellectual and the Chinese socialist revolution, the legacy of which still affects ways of seeing, thinking, acting, and feeling in what is now a globalized China.

Trust in Numbers Douban
author: Theodore M. Porter publishing house: Princeton University Press 2000 - 8
This investigation of the overwhelming appeal of quantification in the modern world discusses the development of cultural meanings of objectivity over two centuries. How are we to account for the current prestige and power of quantitative methods? The usual answer is that quantification is seen as desirable in social and economic investigation as a result of its successes in the study of nature. Theodore Porter is not content with this. Why should the kind of success achieved in the study of stars, molecules, or cells be an attractive model for research on human societies? he asks. And, indeed, how should we understand the pervasiveness of quantification in the sciences of nature? In his view, we should look in the reverse direction: comprehending the attractions of quantification in business, government, and social research will teach us something new about its role in psychology, physics, and medicine.
Drawing on a wide range of examples from the laboratory and from the worlds of accounting, insurance, cost-benefit analysis, and civil engineering, Porter shows that it is "exactly wrong" to interpret the drive for quantitative rigor as inherent somehow in the activity of science except where political and social pressures force compromise. Instead, quantification grows from attempts to develop a strategy of impersonality in response to pressures from outside. Objectivity derives its impetus from cultural contexts, quantification becoming most important where elites are weak, where private negotiation is suspect, and where trust is in short supply.

Seizing the Means of Reproduction Douban
author: Michelle Murphy publishing house: Duke University Press Books 2012 - 11
In Seizing the Means of Reproduction, Michelle Murphy's initial focus on the alternative health practices developed by radical feminists in the United States during the 1970s and 1980s opens into a sophisticated analysis of the transnational entanglements of American empire, population control, neo-liberalism, and late-twentieth-century feminisms. Murphy concentrates on the techno-scientific means - the technologies, practices, protocols, and processes - developed by feminist health activists. She argues that by politicizing the technical details of reproductive health, alternative feminist practices aimed at empowering women were also integral to late-twentieth-century biopolitics. Murphy traces the transnational circulation of cheap, do-it-yourself health interventions, highlighting the uneasy links between economic logics, new forms of racialized governance, U.S. imperialism, family planning, and the rise of NGOs. In the twenty-first century, feminist health projects have followed complex and discomforting itineraries. The practices and ideologies of alternative health projects have found their way into World Bank guidelines, state policies, and commodified research. While the particular moment of U.S. feminism in the shadow of Cold War and postcolonialism has passed, its dynamics continue to inform the ways that health is governed and politicized today.
